iphone MDN no ota

Good afternoon. iPhone 4 cdma IOS 5.0.1. in our country there is no OTA programming, but they working, installing MDN through a network of neighbors using channel ssh. concerning PRL akey and others have already figured out, the problem is how to write it MDN with no OTA, neighbors say they do some kind of program... is it real.. if somebody know please answer
