    I stand by what I wrote above, FIX the MEID. This is a common issue when an MEID has been corrupted for one reason or another. But could also be just a corrupt PRL file. So to help us help you. Tell us the following:
    What have you done so far? Are you trying to flash it back to Verizon, or just update the PRL?
    Do all the MEID's match?
    Do you know how to use QXDM?
    Did you try to repair the MEID?
    Have you tried any other PRL file?

    now running using file below

    but PRLs still 000000
    I not familiar qxdm
    MEID is match from label battery back
    I've tried to fix the ESN / MEID using RevSkills
    Yes, I've tried to change the PRL, but still 00000

    What should I do?

    From here, you have a few choices.
    Fix it yourself (trial and error) with QXDM
    pay someone to fix it.
    Sell the incredible and continue to use your current phone. <---- My words of advice!

    Rest assured it is fixable, it has nothing to do with CDMA WS or QPST, the PRL or the ROM, it is with the MEID not being re-written correctly to the phone using Rev skill or other programs. "Of course I'm assuming that this problem came up after trying to re-write the MEID" For what reasons we won't discuss if they're illegal in nature. So really it isn't a PRL issue and an MEID issue after all. I see this at least 5 times a month with people who pay me to fix the mistake. Most are honest and purchase the device on eBay unknowingly.

    There's a thread in the EVO section here on GURUS on Stuck in digital roaming, your situation here sounds very similar. That thread has the solution for the Evo which can be implemented here. Of course you'll need to figure out the correct radio versions, etc. for the Incredible.

    Whitey10tc is 100% right. I had this same issue.. it was a BITCH and i could not fix it. I ended up just ebaying the phone.. and yes i did say in the auction what was wrong with it and sold it only for parts/repair. I just bought another off CL and this times used the automatic method.
