hey bro, the starcomms prl file i downloaded from mediafire is in 'rar' format,shopuld i simply rename it to evdo_623H.prl?

Hi pals...this iS concerning using starcomms prl with iphone 4 cdma phone(verizon) operating on ios 5.1.1..i followed the instructions given by rich hathaway and I've tried so many times to change the prl on the phone,well i think i did cos the file changed when i checked it using ifile.
When i dragged the starcomms prl file to the existing prl,it asked me if i wanted to (replace not overwrite)and i clicked yes.after all said and done,my iphone still shows it's on veriZon 12.0,the eri still 6 and the prl remains the same..so i don't know if the prl really changed cos my screen didn't flash after the action,and aside that i don't know where to write the min,e.t.c to or how to do it and i don't know if that's the reason the fone still writes no network..every assistance given would be greatly appreciated.THANKS
