If anyone is puzzled how to open this download, the 7z extension indicates that it is compressed using a relatively new compression method. To extract files you need to download 7Z from [Only registered and activated users can see links. ]
After running the installer to extract the software, it still does not recognize the 7z extension. Instead it kept saying "invalid command line" or similar errors.
I found that I had to run 7zfm - a file manager, navigate to the download folder and then into the RSDLite downloaded file, where you can finally extract the installer (a Windows installer file with extension msi) and the user manual. You can then click on the msi file and it will install the application.
Now I just have to figure out how to use it!
