The federal crime.. Is bypassing the 15 dollars payment. if you create an account paying only 5 dollars instead of 15 thats an electronic fraud. So electronic frauds are FBI juridistction... If I understand FBI is federal. so... please forgive me if I see this way the 5 dollars account creation.
