Why not just set it thru the admin site?
I have a novatel 4510L that the EFS files for config have been like made generic where the password under the battery doesn't reset to that but instead the imei of the device. Any way to fix this issue?

I have some stock 4510's that even change. They come with 8 digit password but after running the DUU, it changes the pw to the MEID. Im guessing you have one of the zero'd out 4510?

it does that because the memory @ (0x15DE) which is (^"MEID ME"^"System*") and is not used for the devices that have the 8 digit login num, but the firmware is still provisioned to default back to meid (HEX) so if a firmware is loaded that does use the meid for the login that address is then populated and it becomes default for the login, so since 4510 has firms that use both they can be changed but only by loading a firmware as you cannot write or null (0x15DE) by any conventional means.
i have had a few devices sent to me that have the firm loaded for meid login but were originally devices that used the 8 digit login but for some reason they did not write that address so there is now no acceptable login password that the device will accept, it can be fixed but a file needs to made and set to that address then it will be copied to the efs upon cold boot and will work for the login.
