Flashed phone mifi hotspot

can anyone tell me if the flashed phones that are being used as hotspots are being throttled too? im needing a new phone just for internet and texts, and I use apps for the texts,,.. This fascinate i500 ive been using the last year is horrible, for some reason it gets horrible service as compared to other phones of the same provider.. thansk

yes all devices and chipsets come with throttle files it is standard in the industry now.
