Samsung lc-11 stuck in bootloop

I have several of these stuck in what seems a boot loop no idea why? I flashed over 100 of them and it seems 1 out of 20 goes into boot loop I have tried to reset, I've tried to run the update tool. any ideas? . (just fyi using paid cdmaws)
