Mifi Throttled

Tom Has been great I have bought a Mifi from him it worked then took a dive he sent another on out two times last on I have got from him is Throttled I am on the web at .19 I sent Tom emails to see if he can fix is he around I have not heard from him. Can he help or anyone else ?

This is the most disorganized setup Ive ever seen. Sent non working mifis back with tracking number, no replies to emails, broken promises of shipping, got my $, and no updates as to why no response. Thanks for the shaft.
