prl/carrier invalid, help

can someone help my prl is unavailable and it wont change I ----ed something up a while back, carrier bundles and prl flashing used to work in the past but now I dont know what happened No matter what option I try i get no prl and stays no service. iphone 4 cdma (of course)

I also cant ever dial *228 what should i do? I thought a restore would restore the system/library/carrier bundle files to back when I first bought the iphone.

more info would help like what tool you used to mod it,what exactly you did to it,what os is installed on it,ect. or any help would just be a guess
