sorry if I sound stupid..but whats the difference of the sys numbers..how do we determine which to use

SYS 21893 is a com2 build that is 6.5 windows with the standard start menu at top similar to 6.1
SYS 23542 is a com5 build that is 6.5.5 windows with the start menu button at the bottom. These builds are more finger friendly.(also experimental windows development)

i flashed the 6.5.5 n it works good. only issue was that it was 1x not evdo. even after evdo prl and authentification. is there a mode of operation somewhere i need to change?

Have you checked all your EPST setting.

Like whitney10tc said..."have you checked all your EPST settings". Or your area is having network issues.
