The tool isn't dependant on the jailbreak. The iPhone does not need to be jailbroken to use the tool. Rich is working on the tool. He'll release it when its ready. It should be a 2013 release according to him.

It is dependent on the jailbreak. The only other way to have carrier bundles without patching Commcenter is to get them signed. Did Rich find a way to get them signed?

Rich claimed himself that it's not dependent on the jailbreak. If you want to find out what happened, ask him. He won't answer any questions anyways. He claims that it's suppose to be a 2013 release and it DOESN'T rely on the Jailbreak to unlock it. I'm stating what he told the people so far about the tool.
