must iphone be unlocked

I have an Verizon iphone 4 that i would like to have flashed to metro pcs. I have already jailbroken the phone and programmed the settings for metro, but i cannot dial out. Any help would be appreciated

more information please,like what tool did you use to flash it,what values and fields did you write,os,ect.

i used ur tool(cdmaiphonetool), my os is 6.1.3 and the fields that I wrote where
1.IMSI: 31000 + my MIN from metropcs
2. my phone#
3. SID:06503
4. 1xUser and 3gUser: [Only registered and activated users can see links. ]

Im not sure what the AKEY and what my passwords are for 1xUser and 3gUser
