i programmed iPhone 4 ios 6.1.2 using new tool to reliance .installed carrier bundle for reliance and updated prl. my texting is not working plz give asolution

everything was correct with ios5.1.1 and old tool

restart your phone this will set all changes you write to it.
also when you flash your phone please watch the log at the bottom as it will tell you if there were any errors in writing.
if after you restart it there is still the problem,plug your phone back in and re-read it to make sure the correct values are in place.

i have gone through all these.but still problem .Some time gets Network Access Exception error. what will be your Skype online time

I am using 1x data but it available only data roaming is enabled .is this related to prl
