Min Number Mismatch

Hi everybody. Was wondering if I could get some advice. I bought a brand new Motorola T720c for a few bucks on eBay. It has never been registered on a network. Called Verizon with the ESN/DEC number prior to purchasing to make sure the phone could be activated. It's has Spanish software loaded on it (version 2.3.21.2P). The issue I am encountering is that the phone will not allow me to program the new number (MIN) into it. Even after changing the MCC code to 310, I get "Min Mismatch" when attempting to program the new number.

Also, while speaking with a Verizon tech the other day, he had me change some values in the phone (nothing outside of the basic MIN, MDN, and IMSI settings) and all of a sudden, the phone will not find any towers.

Any help would be greatly appreciated, and I will do my best to contribute whatever small amount of experience/help I can muster.
