Now, there's no app to download and install because Giphy built the GIF maker into its mobile web site. People need only enter a YouTube or video URL, or capture or upload a video to begin the process of creating a GIF. The tool supports text and graphics overlays, and once the GIFs are saved online they can be shared most anywhere across the web. Giphy's new GIF maker is free to use in Chrome and Safari on Android and iOS devices.
