I have a couple VZW LG devices that were stuck in a boot loop. After hunting around forums the past few days I have been making progress and got the phones up to the point where they show full 1XEVDO service, able to make phone calls, but I am unable to access the web or use any data services such as MMS. Once I flashed the files in order to make phone calls I called Verizon tech support a few times who could not help, not that I am terribly shocked. I keep trying to search for web, Verizon WAP, web/mms, LG flashing, or various topics and keep running into either cricket threads or emergency flashing tutorials, such as the one below, which are great except the fact they don't seem to touch up on the issue I am having. I apologize if this is an easy fix or if I missed a thread on this already. I am new to the flashing forums and trying to learn more about flashing various phone models.
The models I partially recovered: Verizon VX9100 and Verizon VX8350
This is one guide from jose7185 in HF

You Need:
1. lgnpst LAB VERSION. not store.
2. Data cable
3. MeId (Found by removing ure battery)
4. Lg Meid changer
Procedure:
Install the vx9100 dll.
Open lgnpst.
Now on lgnpst click on refurbish.
Choose the scr file from the files you downloaded, Press start.
It should now be displaying an initial programming needed.
Open lg meid changer. and pick your com port.
Type in your Meid and than click on WRITE HEX MEID
Close it.
Get a PRL file from your provider. Google..
On lgnpst click prl/eri and choose the prl you downloaded.
press start.( Or you can use Lg download but you'll need the lg vx9100 dll)
You should be able to call *228 and get it programmed over the air.
If not.
Type in ##program9100 on your phone.
Go to service program.
Click ok till you get to phone number(Mdn)
21. Press edit and put your number in.
22. Than press ok it should say phone number(min) now.
23. Edit and put your Mobile id number.(not the phone number people use to call you)
24. click exit.
25. Your done.
Note. you can call your network provider and ask for your Mobile phone and Identification numbers.
