(AP) — A federal judge says Arkansas may not execute an inmate who has won a clemency recommendation from the state Parole Board until the panel allows for a 30-day comment period. The decision effectively delays his execution until after a lethal injection drug expires. Seven other inmates are scheduled to be put to death before the state's supply of midazolam expires April 30.
