Nope it is 100% legal to jailbreak/unlock any phone.

The only law ever violated by any jailbreaking, flashing, unlocking of such was mere copyright laws. And even then if a carrier ever found out by repairing a device, all they ve ever done is just void your warranty and keep your phone until you paid them for repairs. Ive never heard of anything more extensive than that as far as penalties go.
