YOU MUST HAVE ROOT ACCESS TO DO THIS
And all you have to do is open command and
adb push droid.ogg system/media/audio/notifications and reboot the phone...

Awesome job! Im gonna create my own sound file and load it. Is there a size limitation to how big the file you load can be?

yes there is a size limit, the file I supplied had to be cut down so use it as a size comparison.. the file must be encoded to .ogg format or it will not work...
