new acct speed issues?

so i just put a new acct on a mifi and i notice i cant get more than .50 avg speed.. anyone else experiencing this on new accounts? tried multiple settings and multiple prls but that was it im also in ny testing was done late at night when its usually fastest.. can anyone confirm better speeds with new accts recent?just makes me wonder if prepaid basic plan is capped now or something odd... is there another competitive priced prepaid carrier we can flash these devices to? what other carriers have basic plan? i see tmobile has 10 dollar refill cards do they have basic plan we could flash to?

the device is a 4510 ive tried cdma hdr, auto, and is95 settings and multiple prls and still same speed.. its def throttled or something now i only get .20 and its only literally been 2-3 days with this new account..but just odd i was never able to get normal speeds of 1-2mbps almost like it was capped from the get go lol

.20 is the cap on the new throttle. Must be kicking in within days now
