Ok first verizon 4G LTE devices are unlocked from the factory and he would have 4G HSPA+ but he has a T-mobile devive he is wanting to use on Verizon which is not possible because t mobile is a gsm carrier and verizon is a cdma carrier so the phone would have to have cdma capabilities which no phone sold by t mobile does so short answer it's impossible
