The Democratic robo-polling firm Public Policy Polling is exploring a significant change to its methodology to include the tens of millions of voters who do not have landline telephones.PPP next Tuesday will issue a request for proposals on including respondents who only have cell phones, said Tom Jensen, the firm's director, who oversees PPP's day-to-day operations.
