Flashing iphone 4 Back to Verizon

I recently purchased an Iphone 4 that had been flashed to ntelos. I took the phone to verizon and it has a clean ESN, but they can't/won't flash it back to verizon.

I have tried restoring the phone with Itunes, doing a full reset/erase, and tried calling the Verizon OTA #. None of these things have worked? How can I get the carrier back to verizon? Thanks.

do a full dfu restore, then after that use the erase all content and settings on it,after which add the esn to your account with vzw then ota.

Is the order of steps you mentioned above crucial? I have done all these things multiple times, but not sure I have done them in that order. Thanks for your help.
